The Regulatory Reform (Fire Safety) Order 2005 (FSO) came into effect in October 2006 and replaced over 70 pieces of Fire Safety law.

Fire Certificates have been abolished and cease to have legal status. Instead, the new law emphasises preventing fires and reducing risk. It demands that a specific fire safety risk assessment is undertaken for every workplace, bringing fire safety into line with other health and safety legislation.

The FSO applies to all non-domestic premises in England and Wales, including the common parts of blocks of flats and houses in multiple occupation (HMOs).

The responsibility for ensuring a risk assessment is undertaken applies to you if you are:

  • responsible for business premises
  • an employer or self-employed with business premises
  • responsible for a part of a dwelling where that part is solely used for business purposes
  • a charity or voluntary organisation
  • a contractor with a degree of control over any premises
  • providing accommodation for paying guests

The main types of premises that will require an assessment are:

  • Offices & Shops
  • Premises that provide care, including care homes & hospitals
  • Pubs, clubs & restaurants
  • Educational premises
  • Leisure centres
  • Community halls & premises
  • Places of worship
  • Houses of multiple occupancy (HMO)
  • Hotels & hostels
  • Care homes
  • Factories & warehouses
  • Industrial units

In the main, the fire risk assessment is required to cover:

  • Fire Hazards and Risks
  • Means of escape
  • Fire fighting equipment
  • Fire detection and alarm system
  • Emergency lighting
  • Signage
  • Identification of combustible and flammable materials
  • Arson prevention
  • Staff training
  • Fire records

PASS Consultancy can ensure a fully comprehensive risk assessment specific to your premises and type of business. This document will have a clear list of recommendations which are prioritised, clear and logical and uses photographs to identify the premises clearly.
